When you say someone has a light-colored hair. Does it mean he has a gray or white color hair?
Does a man with light-colored hair have blonde hair which probably now somewhat turned gray or white?

Note that if you say "a hair" it means one single hair. ("There was a light-colored hair on his sweater, which made his black-haired wife suspicious.) If you are describing a person, just say "he has light-colored hair/grey hair/black hai

We don't very often say a person has 'light-coloured hair'. We use such words as fair, blonde, light brown.

S/he has fair hair, light brown, blonde hair.
She is a blond.
