I can't find any evidence that there is separate term "life expectation" with a different meaning. Unless you have definite knowledge otherwise, I believe that in that text, and anywhere else you see it attached to a number of years, the term "life expectation" is intended to mean the same as "life expectancy". However, the standard phrase is "life expectancy". To me, "life expectation" seems like an attempt at the standard phrase. Normally I would assume that the author just got the words mixed up, but in your text it seems deliberate (because both terms are used in consecutive sentences). It could be that the author felt it added variety, I suppose.
