Licensing brand vs licensed brand

Warner Bros Consumer Products (WBCP) are set to become the top kid’s licensing brand in Vietnam with deals having been struck for retail sales. Source: "Kid’s corner", VIETNAM LOCAL NEWS. I don't understand that sentence. Could you explain why it is "licensing brand" not "licensed brand" here?
