To "liberate" something means to free it. In certain business dealings there are restrictions on the use of some asset based on the amount of money paid towards the total purchase price of the asset. Payments-made free up the asset to some degree, but not completely.

For example: if you purchase a building with borrowed money, but only put up 10% of the purchase price as a down payment, the lender may restrict your ability to modify the building until you have paid more towards the total purchase price. When you have paid in an amount that equals, say, 25% of the purchase price some or all of the restriction is removed.
