Lexical definition

"In this types of dominion warty to redefine aeration symbolic values, the job of the lexical definition is to define the symbolic more covariant way"
Fortunately, I know the meanings of every word in the above definition but God! what the writer actually want to say. Can anybody tell me?

sundarnaz what did the writer actually want to say ? It's impossible to tell. It seems to have been written by someone who does not speak or write English very well.

OK thanks sir!
But Why is it incorrect to say "what actually the writer wants to say?" Can't we say it in Present Indefinite tense?

Earlier you wrote: what the writer actually want to say.
