Hello,
I'm reading a text and I've just come across a sentence that I don't understand. Could you please tell me what does "levied a whopping 53% more in fines" mean?

Not only did people who read "ripped the costume" blame Justin Timberlake more, they also levied a whopping 53% more in fines.

Somewhere in the context, apparently someone was fined. Let's assume the amount was $100.

Now we are told that the amount of the fine was increased to $153.
