level or floor?

What's the difference between floor and level? as in level/floor in a building?

And also what is the preposition that goes with it? on/in/at?
When asking 'Is the library [on/at/in] this [level/floor]?'

It sounds odd to me. Our BrE contributors may have a different opinion—after all, their homes are in the street.

In BrE. we'd simply say "Is the library on this floor?"

We tend not to use 'level except for multi-storey car parks.
