Is there always a capital leter following a question mark or exclamation mark, especially in dialogue?

I think there's often a capital letter following that, especially when you're pretty strict.

If I wrote a dialogue, I'd use a capital letter.

Yes, it's the same as capitalization after periods. You should capitalize after periods, question marks,

exclamation marks and *colons.

*Capitalization after colons depends on different writing styles.
