Letter writing

I need to send a thank you note to a former Mayor. Do I address him as Dear Mr. Mayor or do I say Dear Mr Doe? I want to be right. He is now working as an attorney. Thank you Ann F Graham

Because he is not Mayor now, I think addressing him as Dear Mr.Doe would be more politely.Well, this's is just in my opinion.
