Honorable Senator Scavello,

I am Nurse, a Nurse Practitioner candidate and a constituent of Bethlehem Township. I represent one of the 11, 000 Nurse Practitioners in Pennsylvania strongly appealing for your support for the House Bill 100. This bill authorizes the Nurse Practitioner to provide primary and specialized care to patients across Pennsylvania, especially those living in the rural and underserved community by modernizing the State’s Licensure rules to make the full practice authority a reality. This reform is cost-effective as shown in 2015 study with Duke University School of Law found that ending the mandate not only would make patients healthier, but also would save patients and taxpayers money — at least $6.4 billion over the next 10 years in Pennsylvania alone. It will also reduce the shortage of Primary care providers from 20, 400 to 6, 400 mostly in Medically underserved areas. NPs have the proper education and training to deliver top-notch and cost-effective care. The requirement for the NPs is costly and a redundant business agreement with the physician that is obsolete and staggers our state’s health system. Experts and advocates like the Institute of Medicine, Federal Trade Commission and AARP and hundred others are expressing their support to end this mandate. Studies have shown that NPs deliver exceptional care and are excellent in communicating with patients as doctors because they take their time to treat the person.

With your current position as Vice Chairman of the Professional Licensure Committee, this will tremendously play an important role in helping to get this bill to a vote. I together with the Pennsylvania residents, Rep. Topper and the Pennsylvania Coalition of Nurse Practitioners solicit for your favor and to your many colleagues who are supporting HB 100 and bring this legislation to the floor for a vote.
