Letter to housing management

My lawyer has asked me to write a letter to my management, and ask them why they have done nothing about broken kitchen, and excessive noises my neighbors are making. This has been going on for past three years. My kitchen counter is broken along with few other things. I can't really sue my neighbors, however, I am can sue the management for negligence, and abusive behavior.
I would like to know if anyone of you have ever sued housing management. I would like your input, what is the best way to deal with bad management, rude superintended.
Beside my bad grammar, I am worried that my paragraphs are not organized. Do I need to foll low essay rules top sentence, supporting sentence?

This is what I have written so far.
It's been three years since I reported about the broken kitchen counter, and kitchen faucet. Last year workers came to fixed the bathroom's pipeline, and they made a big hole in the wall and left it. I reported the incident and eventually I had to fix the wall myself. They also removed the kitchen's cabinet doors, and counter's doors. This was back in 2003, and to this day nothing been fixed. I reported all this in 2003, and 2004, and I was assured that it will be fixed in few weeks. Nothing been fixed. You can check the record.
Now it's the end of 2007 kitchen counter has not been replaced, and kitchen's tap is leaking. I was told to talk to super ##, and I told him of my apartment's condition, and out of nowhere he start yelling at me. And than he said Yeah, go ahead and complain about this to anyone no body gives a damn about fat people.
I went to the office to report this incident, and the lady first listened to my complain, and then reluctantly gave me the form which I filled it, and I gave it to her. To this day nothing has been done. He is still working as a super, and he and other workers are insulting anyone who doesn't speak good English. I reported everything to the management and yet they have looked the other way. I have never received any acknowledge, or an apology.

My second complain is about my neighbors who have been making excessive and unreasonable noises. It has come to the point where I am unable to sleep in my own apartment. It is now one am in the morning. My two neighbors; apartment #1022 were dragging heavy furniture on the floor, and hammering on the wall (this was going on in the middle of the night). Also someone was smashing bottles on the wall, and screaming profanity. Right at that time people who live in #1323 were dropping things on the floor and playing very loud music. This was all going on in the middle of night around 11pm.
Eventually I called the security, right now it's 1:28am in the morning, and I am waiting for security guard. Finally security guard came at 2:24am, and they told in they said unless they were hearing some noise they couldn't do anything about it. This is totally unfair. Why did security wait over two hours? My neighbors start making noises around 11pm, and they continued to do so until 1am. When they finally stopped the security came and said that there is nothing they can do because lack of proof. Why the hell I would called security.
On more then one occasion I even recorded the noises my neighbors were making, and even then I was told that it is not a sufficient evidence. This is not fair. I should not be abuse like this.
This is where I want to warn the management that unless they do something about these problem I would take them to court.

Note: I know I should move away from this area, and I intend to. However, I want to sue the management for emotional damage, negligence, and abusive behavior, and I want compensation. I shouldn't be abuse like this. I have a right to live in peace and comfort just like everyone. I want to see these workers get fired from their jobs, or some serious action be taken against these workers.

I didn't read the entire letter. I lost interest about midway through it. I suspect the Housing Authority person will also read the first part and then lose interest.
