Letter to Concerned Authority

Hi,

I'm writing a letter to concerned authority but I'm not sure if my grammar is correct. I hope somebody can help me. Please find my letter below. Thank you.

A line department in the government sought the assistance of our Agency in administering its Customer Satisfaction Survey. The mode of procurement used was "Agency to Agency".

Our Agency decided to outsource the data gathering component of the survey and entered into a contract with a third-party company.

Would that constitute a violation of Republic Act 2163?
