Letter of appeal to financial aid to change major

I have applied twice to the radiology tech program at my school and not gotten in. I am looking to change my major and need some advice on a letter of appeal to the financial aid department. I am changing my major to Medical Coding and reimbursement specialist which i have recently found are in high demand and rad techs are not so much anymore. any help would be greatly appreciated!!!
