Letter certifing that sb speaks good english

Hello,
I need help with writing a letter certifing that a friend speaks English on a B2 level. She asked me to write it so she can give it to her teacher to sign (after the teacher has accepted it). This is what I've come up to so far:

To Whom It Might Concern

This is to certify that Ms *** has attended an obligatory B2 level English course during her studies at *** University. She can express opinions on abstract and cultural matters and understand both written and spoken English. She can also write letters and make notes.

What do you think? Shouldn't it be longer?

From what I know it has too be longer and I know it because I have written quite a few letters of reference (the good old custom in Poland is that a student usually has to write his letter of referene himself/herself and then the teacher signs it or not). You have to base on your own (that is the teacher's) experience and state how long the course was (how many hours). But unfortunatelly I cannot help you with the details, sorry.
