Hi teechr
I have question about 'submit' here.

In some places in our country the employers demand for the certificates of the selected candidates to keep them under his custody until they leave the organisation. This they do to prevent the employee from leaving the company on his own accord or at a time he is not expected to do so.

The I think surrender fits better.

That's all the more reason to use "submit"; you don't want to concede to them that you surrendered your certificates!
