Hi, Just begin by writing what you would say if you were talking to the person face to face. Then post it here for our comments. You probably should begin by saying what kind of position you are interested in.

Hi,

to whom it may concern

as a russian citizen living in the United Kingdon, I am very eager on representing my community in this country.

I have attached my CV for your review and I would be grateful if you let me know of any position which becomes available at the Consulate.

I look forwards to hearing from you soon.
