Im a little confused, this is a business letter let me give you an example:

Name and address

Dear Ms. first and last name, <------------ would this be incorrect to use the first and last name?

It is far more common to see "Dear Ms. Smith" than Dear Ms. Jane Smith." If you did not know the recipients gender, you would say "Dear Jane Smith."
