1. Let's talk English.

A more careful way of speaking is to say 'Let's speak English'.

The emphasis is on the language to be used, not the subject to be discussed.

English teacher to students who are speaking Japanese in class: 'Let's talk English'.

An informal meaning of 'let's talk English' is 'let's talk about (ie discuss) English'. eg 'Let's talk about cars'.

2. Let's talk in English. This is very similar, but it stresses more the idea of 'not in Japanese, but in English'. It also places a bit less emphasis on the language and a bit more emphasis on the fact that there is a subject to be discussed. eg

Employee in USA on phone to colleague in Japan: 'We need to discuss the important new contract. Let's talk in English'.

"Let's talk in English" is "Use English to talk to me".

"He talked English" is "He was able to talk in English".
"He talked in English" is "He talked using English"
