All I had to do to save myself was let go the horse. Do we need a "to" before let?

No, it's optional. You do need of, though.

Why it is optional? Is the word 'let' a verb here? The word "was" is a verb, right? Can we have two verbs next to each other? Is the word "let" a bare infinitive?
