What can mean the phrase: "Let you stop talking!"?

Is it equal to: "Come on! Stop talking, please!"

or It's not correct?

Let you stop talking!" is not correct. When we give an instruction we do not use the construction 'Let you'.

However, if we are also included in the instruction, we can use 'Let us stop talking!"

Not terribly logical, but that's English for you.
