Less/fewer

There is less admins in this group.

There is fewer admins in this group.

--- Can I use the word "less" in this case? I would say that "fewer" is correct. But maybe both are OK.

I know also that it should be "there are" but I noticed that many native speakers use "there is" even when they refer to a group of people/things.
