Less than or fewer

Is this sentence correct?

less than seems more natural than fewer yet there are 30 miles, which is it?

If you are planning on speeding, drive less/fewer than 30 km/h over than limit so as not to get your licence revoked.

Miles? Actually, it's 30 kilometers, but not even that. It's a speed of 30 km/h.

The less/fewer rule is not universally observed, especially in cases like the one you've quoted here. Personally, I'd use 'less' with speeds.
