Less than or equal to 100 vs not more than 100?

Hello,

Is this allright?

"classes with less than or equal to 100 students"

Or should the above be changed to the following?

"classes with the number of students less than or equal to 100"

Is this the same as above?

"classes with not more than 100 students"

Any good suggestions are appreciated.
