Less remarked on

Less remarked on was his contribution to the coverage of the arts.

Is the sentence above an example of the derived clause where the subject of that copula is placed after the linking verb and complement before it? Or, is it the inversion of the passive His contribution to the coverage of the arts was less remarked on?
