Lent or borrowed???

Before asking you this question, I already read relevant writings here. But I couldn't find what I want. So I ask you for this again.

Situation) I have USD200. He needs USD200. So,

1) He borrow USD200 from me.
2) I lend him USD200
3) I lent him USD200 ( the past tense of 2))

What I want to know is, sometimes when I talked with others by English and who almost were not native speakers.
They used "I lent USD2000" as a meaning of "I borrowed USD200".
It sounded to me that since they borrowed USD200 and pay back soon".

Is it a wrong expression? or where they saying to me " I'm lent USD200" or something?

Could you let me know it once? Thank you in advance for your teaching.

You borrowed from somebody
You lend somebody.
You lent somebody.
He borrows $200 from me. (=I lend him $200.)
I borrowed $200 from him.
He lent me $200.

Borrow and lend are opposites. But many people get these verbs confused.

I borrowed money from the bank to buy my new car. I have to pay them back in monthly payments for two years.
The bank loaned me money for my new car. They make a profit because I have to pay 6% interest on the loan.
