Lend me money

I think without doubt, 1 and 2 are both correct.

1. I lend you money

2. I lend money to you


How about 3 and 4? Which one is correct?

3. The money you lend me is too little.

4. The money you lend to me is too little.

You are much more likely to hear any one of these in the past tense in real life. Also note that we usually say "not enough" instead of "too little", but "too little" is not wrong. 1.
