legally affluent ?

Please help me correct if these sentence are wrong :

1/ The government encourage its people to enrich themselves legally .

2/The government encourage its people to enrich themselves justifiably.

3/ Tim's is a legally / justifiably affluent family ( I mean his family become rich by working hard ,rather than by smuggling , taking bribes and something like that )
