Legal writing

This is a sentence taken from a benefit schedule for Insurance.

Eligibility Period: The first day of the month coincident with or next following the date the employee has completed three months of continuous service for the Employer.

I feel 'the next following' needs a noun after it... Such as next following day.

Am I correct? Is that what is meant, but the writer has left this out?
