Legal use of "until"

In legal a legal order I need help defining the use of "until". If something is in effect UNTIL let's say June 22, 2010, does that mean that it would expire @ midnight on the 21st? Obviously if the 22nd was to be included it would have stated UNTIL the 23rd wouldn't it?
