Legal proceedings, legal proceeding?

People always say legal proceedings but not legal proceeding even if there is one legal proceeding.

I opened the dictionary and it actually said that the word proceedings are always in plural...

So, even if there is only one legal proceeding (eg you are in court and you are talking about that particuarly one proceeding), you will still need to say in these proceedings.... is it correct?
