Wisconsin, Illinois, Florida, and Minnesota have begun to enforce statewide bans prohibiting landfills from accepting leaves, brush, and grass clippings.

1.Is sentence above properly constructed... I guess only the animate object can be prohibited from doing something.. How can one prohibit Landfills?

2. Is a legal noun( law , ban , order, decree, contract , bill, Deed etc.) used in objective case always be followed by -ing?e.g. ETS enacted a ban prohibiting takers from posting live questions. "
