Of the two options you gave, I choose, a) "It is mandatory for Buyer to join SANGER TRAIL HOA."

But if I were free to write my own sentence, I would use of the following two sentences.

1) Buyer is required to join SANGER TRAIL HOA.

Or

2) Buyer is obligated to join SANGER TRAIL HOA .

I don't like passive sentences, especially
