'leeway' and 'flash'

Can you tell me in America, how they say this?

There is a 5 mph leeway for speed cameras. If the speed limit is 30mph, the camera will flash only if you are at 36mph.

Thank you in advance

I think the most common way to say it would be : there is a 5mph buffer zone built into the speed cameras. Is that true?
