Please explain what the word "led" mean in the sentence. Is it the same meaning as "made". Thanks.

"He led me to believe that they had left the district."

He didn't just simply say 'They have left the district'. He told me a series of 'facts' that I followed and accepted, stage by stage, until I believed him.

"On coming to power, the new President announced a programme of social reforms." It means 'when he came to power', or 'as soon as he came to power'.

On arriving home, I took my shoes off.

Yes, I know the grammatical structure well but I don't understand its meaning. When I read the whole the sentence I can guess what it means. However, What does "come to power" means. It is not clear.

Oh, I see. 'Come to power' means 'achieve power', 'take office', ' arrive at a position where you can give orders'.

In a democracy, it's basically when you win the election.
