Leaving out the genitive

How come you can say ...

* The university authorities ... (instead of the university's authorities)

* The car engine .... (instead of the car's engine)

* The window frame ... (instead of the frame of the window)

among many others?

When do you use the genitive and when not?

"The tree leaves are turning yellow" ? Wouldn't you prefer saying "the tree's leaves are turning yellow" ?
