Least vs. the least

Hi. How is the following use of the word "least" different (if they are different functionally in sentences)? I am sorry that the following examples are not complete sentences. Anyway, I hope you can help me.

1. ... of least importance.

2. ... the least amount of money.

The word "least" is used in both cases to modify a noun (it is being used as an adjective). The two phrases , however, are not functioning in the same way in the sentences. I want to know what is of least importance to you?
