Least developed countries

Please tell me.

I know that a developed country means a country which have many industries, and a developing country is a country which tries to have many industries.

I think a least developed country is not developed yet. So should you call that country "a least developing country"?

No, here is an example if it helps. You could say most developed, least developed, and developing. When referring to a developing country as an English speaker, you would be talking about a country undergoing tremendous growth.
