Learning Strategies?

Hi.Although I read about Bloom's levels of thinking, the available documents could not afford me a response to this:  are Learning strategies  what determine the level of thinking or it's the opposite? Thank you in advance.

Bloom's Taxonomy shows the steps or levels there are in process of learning. Furthermore, it helps teachers understand if they are providing a learning environment that challenges the students and fosters critical thinking. Learning strategies are the methods, lessons, activities, discussions, projects, etc. the teacher employs. The goal is for students to be critical thinkers.

There is no creativity at the comprehension level, and there are no sides to take or arguments to present or defend. We often start at the lowest level, but we should move students up through all the levels. It an easy mistake for teachers to inadvertently teach only at the lower levels. Bloom helps teachers teach at all level. Sometimes it takes a while to get to the top, but very often, if the teacher is clever, students can start doing activities at higher levels rather quickly. It's important that we don't teach at only one level at a time, all the time.

When students learn to use Bloom's Taxonomy, they learn to be critical thinkers. Both the teacher and the students can benefit a great deal from implementing Bloom's Taxonomy.

My question has to do more with the Learning strategies that of the student's rather than that of the teacher's. If the levels of thinking had to do with information manipulation, then is the Learning stratégies( direct and indirect) of the learners employed in this processing that determine the level of thinking?
