Learning disabilities is/are ...

Hello,

I'm not sure what verb form I should use in this sentence:

"Learning disabilities is/are one of the most common forms of disability in the world and also the least understood."


Should it be "is" or "are"? "Learning disabilities" probably require plural form, but somehow it doesn't sound right.

Could you tell me what verb I should use?
