An objective is a statement of a learning goal. It is not the learning itself. Additionally, whether in academia or the real world, people learn a lot without objectives.

So can saying that an objective limits incidental Learning be considered a true statement? If it is true, then the purpose of stating objectives is to focus on developing particular areas right?

Inasmuch as objectives specify what is to be learned, they do limit learning in some ways. It is usually possible to say that nothing outside the parameters of the objective will be learned. Some extraneous learning may take place.
