learning

Learning and self improvement is important to me.

Can I use is or does it have to be are?

Thanks!

It has to be "are". The subject consists of two separate things, so it's plural.

You may hear 'is' from somebody who is thinking of 'learning and self-improvement as two parts of one overall idea. I recommend that you don't use it.
