"Learn to" or "learn how to"?

Hello,

Could anyone please tell me which of the following sentences make use of proper grammar?

I am guessing it might be both, but I am not certain.

"Learn to conjugate properly."

"Learn how to conjugate properly."

Any supporting links or references would be most appreciated.
