Learn to dance vs learn dancing

1) Rama goes to learn dancing every week 2) Rama goes to learn to dance Does the two sentences express the same meaning? when I use to(infinitive and ing(gerund) in the case like this? If i write the sentence "Rama learns to dance every week" here in this sentence "to dance" expresses purpose?
