Hi,This is Avdhesh, I am learning speaking English last three year but now i could not speak English, kindly help me and suggest me how can i good speaker in English

It is not just you but many people in the world are facing this problem. No matter how perfect they are at English grammar, it doesn't help them speaking fluently and automatically. I am not a native speaker of English and me too facing this problem of not able to speak English fluently. But my fluency has been slowly increasing over the past several months because of few techniques I have been following lately. First get a video on Youtube of native speakers conversing in English. There are tons of videos available. Listen what they are saying in the video. I know one can not follow what they speak because they speak too fastly, use a lot of phrasal verbs, idioms but listen the same video again and again and again. Do it for 2 days. On 3rd day, play the video and this time, you also try to speak exactly what the person speaking in the video. Listen with head speakers and speak at the same time. Try to match his speed and fluency. Do that again for 2-3 days. Remember all this practice for about a week is of same video. Likewise do this practice for many videos. You will definitely see improvement. Don't go too fastly. Slow and steady wins the race.

Some teachers believe that this is helpful to learners as it enables you to hear the individual words distinctly. Other teachers believe that it is better to follow vkr6078's advice, and just use normal speed English speech to listen to. These teachers believe that although progress will be slower and harder at first if you begin with normal speech, you will in time learn more this way.
