'learn' is more thorough. 'learn about' is more superficial. If you learned French, you can probably read and/or write French.

If you learned about French, you probably found out that it is related to Latin, that it is written with different kinds of diacritic marks over some of the letters, that it is used in several parts of the world other than just France, that it is one of the official languages of Canada, and other facts about the French language (even though you can't understand a word of it).
