lean on the high side....

Hello. I found this phrase "lean on the high side" in an article from Yahoo News, and need a help interpreting it.

The article is about Michael Vick and his sentencing.

Here's an excerpt of the article in which the phrase was used: Those mind-numbing mistakes not only sent his sentencing guidelines to 18-24 months, but played a part in Judge Henry Hudson's decision to lean on the high side and send him away for 23 months. Even with good behavior and time served he won't be released until around June 2009.

Lean means tend towards, be inclined towards. eg Tom likes both Mary and Betty, but he leans towards Mary. This means he likes Mary a bit more.

The high side refers to the upper part of a range, more to the higher of two choices. You could equally say that a sentence of 18 months for Vick would have been on the low side.
