It means to put in extra effort. You have to lean in (into the wind or rain) to make progress when you are hiking. Your body is slanted into the resistance.

Which leg is bent from a straight position?

2. He leaned his chair back.
Were the front legs of the chair raised with the other two legs in the back moved/bent backward from a straight position? Or was the chair now brought back to its upright position after previously leaned back?

"Lean" means to make a position that is not vertical. The following preposition indicates the direction.

You can lean back (backwards), lean forward(s), lean against (an object), lean in(to) the wind.
