Lay/pave asphalt

They are laying/paving new asphalt today.

Are both words possible?

I would use "laying."

You can't use paving quite like that. Paving (as a verb) usually means lay asphalt, cover with asphalt.
They are paving the street.
Paving the asphalt would be redundant. It would suggest covering the asphalt with asphalt, but if you wanted to specifically indicate that they are putting new asphalt over the old asphalt
