laying in a ditch

Where did you hear this? I'm not familiar with it at all as an idiom.

I am afraid it's not an idiom. I just found it in my TOEIC testbook. A picture shows few workers are digging a hole at a construction site. Here come the four choices and I must choose the best answer relevant to this picture.

A) The men are digging a trench.
B) The worker fell into a hole.
C) They are smoking pipes.
D) The signs are laying in a ditch.

A is the best c

D means that there are some signs (road signs? Work in progress signs?) that are in the ditch. They are not upright and on display, they have been laid or thrown down in the bottom of the ditch.
