Can I say,

(a) The butterfly is laying on a leaf.

(b) The butterfly is laying eggs on leaf.

If we check the dictionary, this verb can be transitive and intransitive, what do you think? Why don't we accept both ?

Because the meaning is not clear without 'eggs'. If the sentence were about chickens, the intransitive form would be OK.
